It is the max loaded weight of truck and trailer. Be sure you have the right load rating tires for both truck and trailer, the DOT will focus on that.

So far I've had up to 7ton in my box plus weight of box(1.5ton)on the truck. I had that much twice short distances and the truck handled that fine, suspention and brakes everything.

I pull it with my GMC 2500HD and I wouldnt even try with any smaller of a truck. Your truck may be rated for 9500lb but it isn't meant to pull that often, or deal with the tongue weight of a dump trailer.

Your best bet to get work is to be a sub contractor for a big dump truck company until you get a big enough fleet to work one site alone(20-30 trucks). Solo owner operators are extremely common.

Most 5 yard trucks with decent specs can handle a Case 580 on a trailer pretty well. Some guys even pull them with pickups Of course, you will be well into class A CDL territory.
